This agenda contains a brief description of each item to be considered. Those wishing to address the City Council on
any matter not listed on the agenda, but within the jurisdiction of the City Council to resolve, may come forward to the
podium during the Public Forum portion of the agenda and will have a maximum of three minutes to discuss their item.
Comments on City Manager Updates and Consent Calendar items should be made during the Public Forum section of the
agenda. Those wishing to speak on a Business or Public Hearing matter will be called forward at the appropriate time
during that item’s consideration.
Please Note: Anyone wishing to present materials to the City Council, please submit seven copies to the City
Clerk.
Copies of written documentation relating to each item of business on the agenda are on file in the Office of the
City Clerk at City Hall where they are available for public inspection. If requested, the agenda shall be available in
appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with
Disabilities Act of 1990 (42 U.S.C. Sec. 12132.) Information may be obtained by calling 650-726-8271.

    GIS SOFTWARE
    Staff Recommendation: Adopt a resolution waiving the requirement for solicitation of
    bids pursuant to Chapter 3.98 of the Municipal Code (Purchasing of Supplies, Equipment
    and Services) and authorizing the City Manager to execute a professional services
    agreement with Environmental Systems Research Institute, inc., in an amount not to
    exceed $48,000 for a term of three years for the purchase of a small local government
    cloud-based enterprise agreement annual subscription GIS license.

    3.A MUNICIPAL ENERGY IMPROVEMENTS – ENERGY SERVICE CONTRACT WITH
    WILLDAN ENERGY SOLUTIONS
    Staff Recommendation: As required by California Government Code section 4217.12,
    adopt a resolution authorizing the City Manager to enter into an Energy Service Contract
    with Willdan Energy Solutions, for comprehensive solar photovoltaic (PV) system
    purchase and municipal energy related improvements, to increase the energy efficiency
    of all municipal facilities and operations, with a total expenditure amount not to exceed
    $1,485,000, which includes a 10% contingency.

    3.B 2024 SUMMER BEACH UPDATE
    Staff Recommendation: Receive the 2024 Summer Beach Update on City and Sheriff’s
    Office efforts for the notification, management, and enforcement for beaches and access
    points within the City limits and provide feedback to staff.

    3.C COMMUNITY SERVICES FINANCIAL ASSISTANCE PROGRAM
    Staff Recommendation: Receive a subcommittee update on the Community Services
    Financial Assistance (CSFA) grant program and provide guidance to staff on grant
    amounts and parameters for Fiscal Year 2024-25 with the option to extend contracts a
    second year (through FY 2025-26), contingent on available funding.
