This agenda contains a brief description of each item to be considered. Those wishing to address the City Council on
any matter not listed on the agenda, but within the jurisdiction of the City Council to resolve, may come forward to the
podium during the Public Forum portion of the agenda and will have a maximum of three minutes to discuss their item.
Comments on City Manager Updates and Consent Calendar items should be made during the Public Forum section of the
agenda. Those wishing to speak on a Business or Public Hearing matter will be called forward at the appropriate time
during that item’s consideration.
Please Note: Anyone wishing to present materials to the City Council, please submit seven copies to the City
Clerk.
Copies of written documentation relating to each item of business on the agenda are on file in the Office of the
City Clerk at City Hall where they are available for public inspection. If requested, the agenda shall be available in
appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with
Disabilities Act of 1990 (42 U.S.C. Sec. 12132.) Information may be obtained by calling 650-726-8271.

supplemental way to provide public comment, but this method does not always work. The public is encouraged to
attend in person to ensure full participation. Public comments may be made in-person or remotely via Zoom, and
interpretation will be available. All Councilmembers and staff will participate in person. During any public comment
portions, attendees may use the “raise your hand” feature and will be called upon and unmuted when it is their turn

    1.H RESOLUTIONS OF SUPPORT FOR TWO GRANT APPLICATIONS TO THE SAN MATEO
    COUNTY TRANPSORTATION AUTHORITY FOR THE CYCLE 7 PEDESTRIAN AND BICYCLE
    GRANT PROGRAM
    Staff Recommendation: Adopt a resolution:
  2. Directing staff to submit two separate grant applications to the San Mateo County
    Transportation Authority for Measures A and W Pedestrian and Bicycle Program
    funds for the following projects:
  3. $780,000 for the Pedestrian/Bicycle Connection to Hatch Elementary School
    Project; and
  4. $250,000 for the FY 24-25 Bicycle Pedestrian Small-Scale Project ;
  5. Authorizing the City Manager, or their designee, to execute a funding agreement
    or memorandum of understanding and any amendments with the TA to encumber
    Measures A and W Pedestrian and Bicycle Program funds should the application be
    successful;
  6. Committing to the completion of the Projects, including the required local funding
    contributions of $78,000 for the Ped/Bike Connection to Hatch Project and
    $25,000 for the FY 24-25 Bicycle Pedestrian Small-Scale Project, should the
    application be successful;
  7. Certifying that any funds awarded by the TA will be used to supplement existing
    funds for program activities, and will not replace existing funds or resources; and
  8. Authorizing the City Manager, or their designee, to take any other actions necessary
    to give effect to this resolution and execute applicable amendments.

    1.I CITIZEN’S OPTION FOR PUBLIC SAFETY (COPS) GRANT PROGRAM FY 2024-25
    Staff Recommendation: Adopt a resolution authorizing the Administrative Services Director
    to accept the State of California Citizen’s Option for Public Safety Grant Funds for Fiscal
    Year 2024-25, in the amount of $100,000, and approve using those funds on projects,
    support, and equipment that meet the conditions of the grant.

    3.B AMENDMENT TO AGREEMENT WITH SWCA ENVIRONMENTAL CONSULTANTS FOR STONE
    PINE COVE – BIOLOGICAL MONITORING
    Staff Recommendation: Adopt a resolution authorizing the City Manager to execute
    Amendment No. 1 to the Professional Services Agreement with SWCA Environmental
    Consultants in the total amount of $205,652.31 to provide biological monitoring during
    construction activities at the Stone Pine Cove Affordable Housing Project located on a
    portion of 880 Stone Pine Road.
