OTICE IS HEREBY GIVEN that the Planning Commission of the City of Half Moon Bay will hold a hybrid remote/in‐person public hearing at 7:00 PM, March 26, 2024, to consider the following proposal: Caltrans State Route 1(SR 1) Multi‐Asset Roadway Rehabilitation Project

LOCATION: Highway 1 right‐of‐way from Mirada Road to Wavecrest Road

APPLICANT/OWNER: Caltrans

DESCRIPTION: Coastal Development Permit allowing Caltrans to implement the State Route 1 (SR 1) Multi‐Asset Roadway Rehabilitation Project, as described in the CDP Application Supplemental Information and project plans. Primary project components include: Repaving SR 1 and sections of the Naomi Patridge Trail; replacing safety equipment, including guardrails, and traffic signal poles and associated electrical equipment; pedestrian and bicycle improvements including, the addition of new striped bicycle lanes and sidewalk and bus stop improvements to improve ADA accessibility. Drainage improvements, including replacement of select culverts, with no alteration of drainage capacity or change in drainage patterns. The project will not expand or create additional roadway capacity.

CEQA / NEPA REVIEW: Caltrans, acting as the CEQA lead agency, prepared and adopted an Initial Study and Negative Declaration (IS/ND) pursuant to the requirements of the California Environmental Quality Act (CEQA). Caltrans also prepared and adopted a Categorical Exclusion (CE) pursuant to the requirements of the National Environmental Policy Act (NEPA). These documents provide the analysis of potential environmental impacts of the project, which were determined to be less than significant with the implementation of standard avoidance measures.

SPECIAL HYBRID MEETING PARTICIPATION PROTOCOLS:

This meeting will be held in-person and via Zoom for public participation. Public comments may be made in-person or remotely via Zoom, and interpretation will be available. Remote participation is provided as a supplemental way to provide public comment, but this method does not always work. The public is encouraged to attend in person to ensure full participation at the Ted Adcock Community Center, located at 535 Kelly Avenue. A link to participate by Zoom will be made available on the Planning Commission agenda for the March 26, 2024 meeting, on the City’s website (https://www.half‐moon‐bay.ca.us/314/Planning‐ Commission‐Agendas) at least 72 hours in advance of the meeting. Members of the public are welcome to login into the webinar as Attendees or attend in person. During any public comment portions, remote attendees may use the “raise your hand” feature and will be called upon when it is their turn to speak. The meeting will also be streamed on Channel 27, on pacificcoast.tv

RIGHT OF APPEAL: Any aggrieved person may appeal the decision of the Planning Commission to the City Council within ten (10) working days of the date of the decision. A portion of the project is within the California Coastal Commission appeals jurisdiction. Therefore, the final City action is appealable to the California Coastal Commission.
