The Stone Pine Cove project, located off of Highway 92 above the Spanish Town Shops, consists of 47 affordable detached single-family manufactured homes. More than half of the homes are earmarked specifically for those families displaced by the tragic January 23 shooting incident, as well as other eligible farmworker households, many of whom are living in substandard conditions. That incident exacerbated the already-severe shortage of affordable housing on the Coastside and in Half Moon Bay, making this a critical, high-priority project.
On December 1, 2023, the City and County jointly filed an application (to Half Moon Bay) for an Emergency Coastal Development Permit (ECDP). The application and related materials can be viewed at www.hmbcity.com/stonepinehousing, or at City Hall, 501 Main Street, during regular business hours.
A CDP is the regulatory mechanism which ensures that development within the Coastal Zone is consistent with all Local Coastal Program and California Coastal Act policies. An Emergency CDP is a procedure which expedites the permitting process under urgent circumstances.
Due to the urgent nature of the need for affordable housing for these families, the application requests issuance of an Emergency CDP. Upon approval, installation of the homes can more quickly proceed, providing this much-needed housing on a faster timeline. California Coastal Commission staff has been consulted extensively on this process and have expressed support of the City’s planned issuance of an Emergency CDP.
Emergency Coastal Development Permits are not subject to public hearings or appeals. However, per California Code of Regulations §13569 “Dispute Resolution for Local Permit Processing Procedures” parts C and D, an interested person may request the Coastal Commission executive director to review the local government permitting process and determinations.
The City is currently reviewing the application and based on the vital need for this housing, is anticipating issuing the permit by December 8, 2023.
