Program Manager

 

 

The Center for Independence of Individuals With Disabilities (CID) is looking for an experienced Program Manager in the area of disability justice and Independent living to oversee the programs we offer to our community while supporting our mission of independence and self-determination for folks with disabilities. This role will involve managing program staff, coordinating training and other education in each program role, overseeing program budget and financial possibilities, managing the execution of grant requirements for each program, addressing community needs and inquiries along with other important programmatic responsibilities. The Program Manager will also advocate for people with disabilities while communicating with stakeholders and other community partners keeping a culture of equity, diversity, belonging, and independence.

CID, is a private, nonprofit organization located in San Mateo, California. Incorporated in 1979, CID is a consumer-driven, community-based, services and advocacy organization serving San Mateo County and beyond. By federal mandate, most of our staff, management, and Board of Directors consists of people with disabilities. CID is part of 28 Centers for Independent living in the United States. Our affiliation with other Centers for Independent Living, California Foundation of Independent Living Centers, and the National Council of Independent Living. We are affiliated with other nonprofit agencies through our membership in the California Association of Nonprofits.

JOB DESCRIPTION 

Program Manager

Under the direction of the Executive Director, the Program Manager is responsible for program delivery in accordance with grant requirements and with CID’s goals and objectives.  The Program Manager ensures program accountability and reporting in accordance with all applicable requirements, including funding, legal, and ethical standards. The Program Manager provides staff training and professional development opportunities. CID program manager salary range $60,000 – $75,000. This is a full-time position. In addition to the base salary, this leadership position offers competitive benefits for the non-profit sector.

Specific Responsibilities: 

  1. Development and implementation of program policies, goals, procedures, evaluation tools, programmatic data collection and reports.
  2. Development and implementation of strategic plan in conjunction with the Executive Director.
  3. Development of new programs and modification of existing ones in alignment with our grants and our strategic plan.
  4. Grant writing, submission, and management of grants in collaboration with Executive Director and Finance Manager.
  5. Grant reporting to public and private funders in collaboration with Executive Director.
  6. Responsible for accuracy of all consumer service records. Perform audit of all database CSRs and a sample of paper CSRs quarterly.
  7. Meets with Board and funders to provide program updates.
  8. Under the guidance of the Executive Director supervision and evaluation of program services staff.
  9. Maintains accuracy of Program Operations Manual.
  10. Development and implementation of training curriculum and related materials for staff, consumers, and other agencies as needed.
  11. Development of informational materials.
  12. Administrative support to Executive Director; participates in financial management, grant allocations, etc.
  13. Other duties as assigned.

 

Skills and Experience: 

  1. Lived experience as a person with a disability.
  2. BA or equivalent experience in service provision and at least 4 years’ experience in staff supervision.
  3. Demonstrate knowledge of independent living philosophy, disability justice, ILC core services, significant issues affecting persons with disabilities, and social service programs in San Mateo County.
  4. Knowledge and understanding of the history, implementation, and purpose of ILC’s, their core services, and the relationship between all 28 centers in California.
  5. Skills and knowledge of Microsoft programs and the ability to understand organizational software program management.
  6. Knowledge of ILC specific database program management (i.e. CILSuite)
  7. Ability to communicate effectively with a broad range of people including (but not limited to) funders, consumers, media, social service agencies, and government entities.
  8. Excellent public speaking skills and experience in presenting clear and organized information to high level governmental and/or organizational leadership.
  9. At least 5 years’ experience (including supervisory experience) in a social services or advocacy setting, preferably working with persons with disabilities.
  10. Bilingual-bicultural strongly preferred.
